That business about kids not being able to relate to the time period is a crock. Look at the Batman series. Batman:TAS looks like it takes place in the 40s (although it's actually a combination of past and future), and Batman Beyond takes place in the distant future. Surely those time periods are strange and new to kids. Yet those shows have been very successful.
Guns would naturally have to feature prominently, but they don't necessarily have to shoot anyone. Just do it GI Joe style with shots flying all over the place but no injuries. Anyway, the main enemy in most episodes would probably be some kind of supervillains like Red Skull or Baron Zemo rather than regular soldiers.
I'm not sure that featuring Nazis would be a problem. The Indy Jones films are classic family entertainment with prominent Nazi characters. They could make it so that the Nazis were some kind of mutant or alien race so that Germans would not be offended by the depiction. The concentration camp issue would be wisely left out altogether unless this is going to be an Adult Swim show.
