It's J.T. Marsh, the main character from the 90s classic Exo-Squad. The "Wing Commander" moniker is a slightly joking reference to his rank later in the series. He started off a Lt. and was later promoted to Wing Commander. I highly recommend looking the series up, it was among the first cartoons, along with the early 90s X-Men series, to utilize a more serialized storytelling format. Animation could be a little hit & miss, but hey, what shows of the 80s & 90s weren't guilty of that?
