This is a super thread, with excellent examples cited. There's a very early example of a crossover cameo worth mentioning. As many here would know, when Ub Iwerks, Walt Disney's original collaborator in the creation of Mickey Mouse--and the one credited with really designing and creating him after the loss of rights to Oswald the Rabbit--left Disney's company he formed his own, and launched his own character hoping for a franchise, Flip the Frog. In Flip's debut 1930 short, Fiddlesticks, Flip begins a musical duel with a familiar looking mouse... Their musical back and forth may remind a modern audience of that because two duck rivals in Who Framed Roger Rabbit?, a film that is in some ways structured around cameos.

That was Fred and Yogi. there were Batman and Robin balloons as well, but those aren't cameo's, as they were already the special guests, of course.

Cobra Commander appeared in an episode of Transformers. He was never actually referred to as Cobra Commander during the episode, just as "Old Snake," but he does yell "Cobra!" at the end of the episode just to make sure you know it is him.

That episode was titled "The Story Stick", and that wasn't the actual Yogi Bear; it was a viscous bear with a green hat and tie like Yogi's. At the most, it was a quasi-appearance.

Matt Groening characters have not surprisingly appeared outside their own universe as cameos in different Groening-created shows.
Blinky can be seen briefly in the first Futurama episode. In a other episode Fry discovers a pile of Bart Simpson dolls. Bender later appeared in the Simpsons episode "Future-drama"

Family guy and American dad are seen in a cop's book of wanted criminals in The Italian Bob.

March Hare and The Mad Hatter made an appearance in the first episode of Bonkers.

In a episode of the Grim adventures of Bill and Mandy they find Fred Flintstone frozen inside a block of ice.

Ren and Stimpy also appeared in a Simpsons episode where Bart and his "big brother" watch an episode of Ren and Stimpy.

Also, the Flintstones appeared in the couch gag of the episode "Camp Krusty" and Archie, Jughead, Reggie and Big Moose appeared in the episode where Sideshow Bob run for mayor just after Bob kicked out Bart out of his limo, Homer is being kicked out from Archie's jalopy.

Also, Huckleberry Hound appeared at the end of "Behind the laughter"

I think it's just me but the kids at the circus in the Superman short "Terror on the Midway" always reminds me of Lil Lulu and her friends.

One of the my favorite episodes of Johnny Bravo included both a spoof of Schoolhouse Rock ("The Sensitive Male") and Scooby Doo ("Bravo Dooby Doo") which included the entire Scooby Gang and nearly all the original voice cast, and Speed Buggy has a cameo at the end as well.

Except for the Pink Pnather one, in which PP is actually redrawn from Bugs Bunny by a caricature of Friz Freleng, none of those are truly cameos since they're just parodies of those characters rather than the characters themselves. A lookalike who spoofs a particular character isn't the same thing as an actual cameo.

Yeah, I remember that. That was freaking weird. Lark, Troy, Bianca and Wilshire all guest starred in that short (which I believe was called "Beach Blanket Battle"), but for some reason Lark had red hair and Bianca was blonde. Perhaps DiC changed their hair colors so they wouldn't get confused with the Maxie franchise's Maxie and Jerri, who were also blonde and bruntette, respectively.
