This isn't the first time that new series premieres weekdays at 2PM even if it is preschool show. Fresh Beat Band of Spies back in summer 2015 aired weekdays at 2PM. So yes I'm assuming it is a NickJr block that currently ends at 2:30PM

Nickelodeon Press categorizes it under live action instead of Nick Jr. So it's not part of Nick Jr. I'm guessing that Nickelodeon will soon cut the Nick Jr block down by an hour when Zoofari premieres.
