Said Rolls don't dubs, so they're probably not of interest to CN.

Smartest most realistic thing they could do anime partnership-wise would probably be to get a carte blanche deal with Bandai given that the company is basically dead on its own despite still holding onto many great licenses. Gurren Lagann and Outlaw Star among other shows could then air on Toonami, Big O Season 1 could finally air alongside season 2, and maybe even Gundam AGE could get a deal on regular CN with CN getting some sort of merchandise profits.

Would Gurren Lagann even have a chance on Toonami though? Sure it would've been a perfect contender back in 2009, but all the episodes are out on DVD and the entire series is on Netflix. Not the mention it already had a full run of all the episodes on SyFy years back.

The rights for Outlaw Star are probably really hard to get because Bandai Entertainment closed there doors in the US.

They didn't close down their doors. They just stopped releasing new stuff. Thus why they were able to air OS and other Bandai shows on April Fools this year. And thus my suggestion that CN partner or even just outright purchase them so they can air whatever shows they want from their catalog (Gurren just being an example of one that would fit Toonami and since it's already kind of old they could use it to fill one of the later timeslots, especially if they have a full night to work with as is very probable with FOX's new animation block entering direct conflict with the comedy on Saturday).

I don't know anything about Outlaw Star so I didn't comment on it, but I do know from the April 1 airing that it was a Toonami series, so you could say it already had it's run and doesn't need to be pushed as a "new" series or anything.

Outlaw Star currently airs on Mnet, in a block together with My-Otome. Bandai specifically listed TV distribution as one of their continuing operations.

It was about him helping everyone else. Earlier when he made the #BringBacKToonami YouTube video he said he'd be there with everyone else to promote it but for most of the night he wasn't there (presumably since it was his birthday yesterday). So when he showed up he put a little Tweet announcing it so people knew he'd be joining.

Although the idea of Williams Street letting him know it's coming back on his birthday is an interesting one. We'll see.
