The "network" only applied to the airtime on Fox in the U.S. as this was networked out to Fox owned and operated stations and affiliates, in the case of some Fox affiliates that didn't want to take up Fox Kids, this was instead taken up by the local UPN affiliate. When Fox Kids ended (after Saban wanted out), Fox leased this time out to 4Kids as they didn't want to handle children's programming anymore, this networked time became the FoxBox and then later 4Kids TV.
In reality, Disney owned the most important assets and essence of Fox Kids, this included the programming library, international channels, and a majority shareholding in Fox Kids Europe.
