There isn't one because of a couple of reasons:
1. The channel doesn't broadcast to any part of the European Economic Area (EEA)/European Convention on Transfrontier Television (ECTT) area.
2. In a weird sort of way, in Sub-Saharan Africa, the platform operators are responsible (acting as the responsible gatekeeper) and not the broadcaster, which is why DStv was under pressure during the Steven Universe and Adventure Time LGBT incident, and not Cartoon Network Africa itself. On the most part, Multichoice (Canal+) is legally responsible in South Africa, but obviously Cartoon Network would need to "fix" the issue so they continue doing business with Multichoice, so the regulator can get off Multichoice's back.
