No and it's already been proven that Eureka has proven itself to be much better than Evangelion long ago. (No offense Evangelion fans) And this episode just further stresses that fact.

Evangelion is about how people drive each other apart, due to varying circumstances (mostly psychological). And it's real bleak about that.
The message in Eureka Seven is pretty much about joining together and reconciliation, and really is a heck of a lot more optimistic and hopeful. I think that may be why Dominic was made to survive, and Ray and Charles died. They were caught in the past and unable to move on to reconcile with Eureka and Holland. Dominic was able to get past Dewey's ideology and accept Anemone, like Renton did with Eureka.

Anemone was a girl with Desperation disease who had her consciousness "recovered" from The Zone using various drugs and treatments. Apparently this is able to give people abilities similar to Coralians such as Eureka. But obviously this is a very unstable process, since Anemone was the only one to survive it.
Since the Command Cluster has been destroyed, it's basically implied that her own mental stability has been regained. For more on Desperation, consult the next episode.
I just know the song that plays during happy moments like the Dominic/Anemone reunion has to be one of the best anime pieces I've ever heard.
