I wouldn't paint SBT and E7 as the losers of that night. ThunderCats is the notable stinker here and Samurai 7 didn't do much better while the other drop-offs besides Bleach to Naruto were very small though I find the 50k+ drop from one Bebop to another peculiar as well as the 60k drop from GXP to FMAB.
SBT did a bit worse than usual overall but hardly lost anything from Samurai 7 and Eureka 7 did about its usual as opposed to what it can get on a really good week and still only lost 24k from Titan.
Naruto lost 87k from Bleach (closing the gap a bit since Naruto usually loses by closer to 200k)
ThunderCats lost 150k from Naruto
Samurai 7 lost 69k from ThunderCats
Sym-Bionic lost 37k from Samurai 7
Eureka 7 lost 24k from Sym-Bionic
Tenchi GXP lost 10k from Eureka 7
Fullmetal lost 60k from Tenchi GXP
Bebop 1 lost 11k from Fullmetal
Bebop 2 lost 53k from Bebop 1
InuYasha 1 lost 32k from Bebop 1
InuYasha 2 lost 37k from InuYasha 1
So other than the entire night's base being lower the major disappointments here are ThunderCats and Samurai 7. Naruto actually closed the gap between it and Bleach by a lot compared to previous weeks.
If it were not for Toonami's ability to retain viewers through the night the last few hours probably would have been in the 300k to low 400k range. It's a really pity that one of those Bebop's is probably the only reason InuYasha didn't break 500k that week and if FMAB didn't lose 60k from GXP then it and Bebop might have been in the 600k range again.
We can look at this a different way as well. Here's how this week compares to last week.

12:30 AM - Naruto - 1,158,000 - 956,000 = 212k loss
1:00 AM - Thundercats - 965,000 - 796,000 = 169k loss
1:30 AM - Samurai 7 - 873,000 - 727,000 = 146k loss
2:00 AM - Sym-Bionic Titan - 823,000 - 690,000 = 133k loss
2:30 AM - Eureka Seven - 736,000 - 666,000 = 70k loss
3:00 AM - Tenchi Muyo! GXP - 717,000 - 655,000 = 62k loss
3:30 AM - Fullmetal: Brotherhood - 705,000 - 595,000 = 110k loss
4:00 AM - Cowboy Bebop - 742,000 - 584,000 = 158k loss
4:30 AM - Cowboy Bebop - 751,000 - 531,000 = 220k loss
5:00 AM - InuYasha - 685,000 - 499,000 = 186k loss
5:30 AM - InuYasha - 650,000 - 462,000 = 188k loss
Bleach's low start for the block had a lot to do with the weak lead-in but clearly the late hours lost a lot of viewers and ThunderCats and Samurai 7 saw larger losses than SBT and E7 though not much larger in SBT's case while E7 didn't lose very much at all.
And while the post 3:30 slots make look a bit bad if you compare them to reruns on ASA in that time frame early in 2012, Toonami's doing a heck of a lot better overall.

1.2 mil for Bleach, close to 1 million for DRR and FMAB (they averaged between 900k and 1 million+ as IIRC) but also look at The Boondocks impressive 1.5 and you know Toonami is schooling that ASA line-up by being able to retain viewers better and that was when ASA had 3 US television premieres two of which having not already been released on DVD. To do this well with mostly older series available on DVD is quite an accomplishment even on a weaker night like this last week.
